    Nigeria sets ambitious goal for 95% digital literacy by 2030

    The Federal Government has reaffirmed its commitment to a digitally transformed future, setting an ambitious target of 95% digital literacy by 2030, with a critical mid-term milestone of 70% by 2027.

    Kashifu Inuwa, Director General of the National Information Technology Development Agency (NITDA), announced these targets during the Digital Literacy for All (DL4ALL) training awards programme, where he emphasized that the initiative is a cornerstone of Nigeria’s national development priorities and its transition to a knowledge-based economy.

    The DL4ALL programme, a collaboration between NITDA and the Office of the Head of the Civil Service of the Federation, is designed to modernize governance by equipping civil servants with essential digital skills.

    Key performance metrics of the programme include 54,377 enrolled civil servants, which represents a participation rate of nearly 79%. Over 40% of these participants have already concluded their courses. To encourage the practical application of these new skills in the workplace, top performers were incentivized with laptop awards.

    Inuwa noted that while the project initially faced hurdles—such as limited access to official email accounts—coordinated institutional efforts have since resolved these barriers to ensure seamless digital integration.

    The Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, highlighted that digital competence is no longer optional but a “strategic requirement” for modern productivity. She disclosed a major policy shift: the Federal Government plans to transition all ministries and extra-ministerial departments to paperless operations by December 2025.

    “Digital competence has become a strategic requirement for productivity and governance,” Walson-Jack stated. She emphasized that the DL4ALL initiative ensures inclusive access to skills across all Ministries, Departments, and Agencies (MDAs).

    To mark the progress of the initiative, 35 officers were recognized for exceptional performance. Both leaders stressed that continuous upskilling is vital for civil servants to remain relevant in an evolving administrative landscape.

    The government’s broader vision remains focused on embedding digital literacy within public sector reforms, ensuring that Nigeria’s workforce is prepared to lead in a global digital economy.
