    NCC introduces framework for agile and forward-looking authorization processes

    The Nigerian Communications Commission (NCC) is launching a General Authorisation Framework to create agile and forward-looking authorization processes, enabling the regulatory body to adapt to the rapid transformation of the telecommunications sector.

    This transformation is driven by emerging technologies and evolving user needs.

    Speaking at a stakeholders’ forum in Abuja today, Dr. Aminu Maida, Executive Vice Chairman of the NCC, emphasized that modern regulation must enable innovation, not hinder it, stressing that the sector is at a turning point, demanding a regulatory approach that is not only responsive but actively enabling.

    “We believe that the General Authorisation Framework introduces a flexible and responsive regulatory licensing approach that is structured to embrace new and emerging services that fall outside the existing license structure,” Dr. Maida explained.

    He outlined three key instruments of the framework:

    1. Proof-of-Concept Pilots: To validate novel ideas in real-world environments.
    2. Regulatory Sandbox: Allowing innovators to test solutions, such as Open RAN trials or dynamic spectrum sharing, under controlled and risk-managed conditions.
    3. Interim Service Authorisation: For services that do not yet fit within existing license categories.

    According to Dr. Maida, these approaches provide a platform for innovators of all sizes from startups to established companies to demonstrate feasibility, assess risk, and measure outcomes before deployment. “This model encourages experimentation and responsible innovation while safeguarding consumer rights and public interest,” he added.

    Dr. Maida stressed the central role of stakeholders in the framework’s success, calling upon Mobile Network Operators, Service Providers, Infrastructure Companies, OEMs, startups, civil society, and academia to contribute their insights, ideas, and partnership.

    He concluded by highlighting the importance of expanding access, closing connectivity gaps, and empowering youth, women, and underserved communities through inclusive innovation to ensure no one is left behind in Nigeria’s unfolding digital economy. “The future of Nigeria’s digital economy is no longer distant. It is unfolding right before us. And at the heart of this future is the communications sector—our shared infrastructure for innovation, inclusion, and economic advancement.”

    Dr. Maida urged stakeholders to be bold, collaborative, and committed to building a resilient and innovative ecosystem, emphasizing that the General Authorisation Framework will unlock new pathways for experimentation, market entry, and growth. He expressed his hope that the engagement would spark curiosity, refine the collective vision, and accelerate Nigeria’s journey towards a more connected, innovative, and prosperous future.
