The Nigerian Communications Commission (NCC) has officially launched a public consultation on its Draft Spectrum Roadmap 2025–2030 and a new regulatory framework for the 60GHz band. This move marks a strategic effort to modernize Nigeria’s digital infrastructure and expand high-speed internet access across the country.
Announced on December 19, 2025, the initiative seeks to align Nigeria’s telecommunications policies with global standards while addressing domestic connectivity gaps.
The five-year strategy serves as a blueprint for managing the radio frequency spectrum that acts as an invisible highway for data. The primary goal of the roadmap is to bridge the digital divide by expanding broadband access to underserved and rural communities.
It also focuses on supporting next-generation technology by optimizing frequencies for 5G, the Internet of Things, and advanced satellite services. Additionally, the commission aims to drive economic growth by attracting foreign investment through flexible licensing and fostering innovation. Finally, the plan seeks to improve service quality by increasing the overall reliability and speed of mobile and data services nationwide.
Alongside the roadmap, the NCC proposed a framework for the 60GHz license-exempt band covering frequencies from 57 to 66GHz. The Commission aims to enable multi-gigabit data rates for both enterprise and home use by allowing short-range, high-capacity systems to operate without individual licenses. This framework is intended to support high-speed Wi-Fi and fixed wireless access. Furthermore, the approach will provide cost-effective connectivity solutions for both dense urban centers and remote areas.
In line with the Nigerian Communications Act 2003, the NCC is inviting telecommunications operators, manufacturers, and consumer groups to review these drafts.
