    AI: Nigeria shifting defense strategy toward total resilience

    The era of treating cybersecurity as a mere IT problem is over. As AI-powered digital threats become more elusive and destructive, Nigeria is pivoting its national defense toward a total resilience model, a multi-dimensional strategy that integrates every level of society.

    Speaking at the 2026 GITEX Africa summit, Kashifu Inuwa, the Director General of the National Information Technology Development Agency (NITDA), sounded the alarm on the changing face of digital warfare. He asserted that in an age of automated attacks, technology alone is no longer a sufficient shield.

    “Nigeria’s survival in the digital age now hinges on a strategic blend of policy, people, and proactive defense,” Inuwa stated.

    Inuwa described the current global digital environment as being at a crossroads. He warned that while emerging technologies drive economic growth, they simultaneously weaponize cyber threats, demanding a shift from reactive protection to proactive resilience.

    To combat AI-driven threats, Nigeria is focusing on the three key areas of human capacity, infrastructure, and policy. NITDA is shifting its focus toward the “Human Firewall” by prioritizing the people behind the screens rather than just high-tech software. Since 95% of digital breaches originate from human error, the strategy aims to empower citizens through the National Digital Literacy Programme, which targets 70% literacy by 2027 and 95% by 2030. Additionally, the 3 Million Tech Talent initiative is developing local expertise in AI, data science, and cybersecurity to turn potential vulnerabilities into national assets.

    In terms of infrastructure, Nigeria is deploying sophisticated tools to maintain situational awareness, including a 24-hour operations center that provides real-time monitoring for government and business. The country is also utilizing AI-enabled detection and dark web monitoring to stay ahead of malicious actors. Finally, the legal landscape is evolving through continuous updates to the 2015 Cybercrime Act to address modern AI threats. This regulatory effort is supported by a structured National Cybersecurity Architecture coordinated by the Office of the National Security Adviser.

    Inuwa emphasized that “Total Resilience” is not a solo effort for the government. It requires deep collaboration between the public and private sectors to secure critical infrastructure. By integrating people, processes, and technology, Nigeria aims to transform its cybersecurity challenges into a foundation for a secure, globally competitive digital economy.
