    Anambra’s digital leap transforming governance with AI and Data

    Anambra State, under the leadership of Governor Prof. Chukwuma Charles Soludo is spearheading one of Nigeria’s most ambitious transformations in public governance, leveraging Artificial Intelligence (AI), broadband expansion, and deep data analytics. This shift is redefining how the government interacts with its citizens and delivers services.

    According to Chukwuemeka Fred Agbata (CFA), the Managing Director of the Anambra State ICT Agency, the Soludo administration is intentionally embedding technology into governance at scale. The vision is focused on creating a “smarter, faster, more efficient government driven by data, innovation, and citizen-focused digital tools.”

    The state has adopted extensive data analytics to improve planning, service delivery, and overall decision-making significantly. AI-driven analytics are used to better understand citizen needs, plan strategic interventions, and monitor their impact more effectively. The goal is to institutionalize a data culture across all government functions, moving beyond its previous use primarily in political engagement. The government is now utilizing rich datasets from demographic insights to service requests—to build a more responsive government.

    Anambra is actively working on developing conversational AI systems designed to simplify citizen interaction with the government, even in local indigenous languages.

    “Whether literate or illiterate, people should soon be able to speak to AI in an indigenous language and have their requests processed,” Agbata noted, stressing the state’s intent to lead in this form of future governance.

    A major success of Governor Soludo’s administration has been the acceleration of broadband penetration, which is central to achieving the state’s digital agenda. Governor Soludo’s progressive Right-of-Way (RoW) policy and proactive industry engagement have been crucial in accelerating the deployment of fibre optic cables across communities.

    This has resulted in more households in semi-urban communities enjoying reliable fibre connections, which was previously challenging. The state is also actively pursuing the establishment of an Internet Exchange Point (IXP). An IXP will localize internet traffic, meaning data won’t have to travel far (e.g., to Lagos or Amsterdam) before returning, thereby reducing cost and improving internet speed. Significant progress on this is expected in 2026.

    Anambra’s advancements in digitisation and reforms are gaining national recognition. The state ranks number one in the Southeast in the ease of doing business and transparency, according to assessments by bodies like BudgIT. This growth is attributed to measurable reforms and healthy competition driven by Governor Soludo. The digital work is powered by young professionals in data analytics and infrastructure mapping, supported by vital industry partnerships that facilitate quick fixes and infrastructure deployment.

    By deepening investments in digital infrastructure, AI systems, and data-driven governance, Anambra is effectively positioning itself as the emerging technology and innovation hub of the Southeast. The focus remains on building systems ready for the “digital-first” generation to come.
