    Galaxy Backbone, NCC, and NEPC emerge BPSR top 3 MDAs in best website performance in 2025

    The Bureau of Public Service Reforms (BPSR) has officially named Galaxy Backbone Limited, the Nigerian Communications Commission (NCC), and the Nigeria Export Promotion Council (NEPC) as the top three performing Federal Government agencies in the 2024/2025 Scorecard for MDA websites.

    Out of a pool of 235 Ministries, Departments, and Agencies (MDAs) evaluated, Galaxy Backbone clinched the first position, followed by the NCC in second place, and the NEPC in third.

    The announcement, made on Monday, December 22, 2025, at the Federal Ministry of Finance Auditorium, marks a period of sustained excellence for the NCC. The telecom regulator was recently recognized by the Presidential Enabling Business Environment Council (PEBEC) as one of the top five best-performing agencies, reinforcing its reputation for leveraging technology to drive service delivery.

    To determine the rankings, a specialized Scorecard Jury put the MDAs through a rigorous vetting process using 14 distinct criteria. These metrics are vital to the National e-Government Masterplan and include:

    • Technical Standards: .gov.ng domain compliance, load time, and website security.
    • User Experience: Accessibility, device compatibility (responsiveness), and ease of navigation.
    • Governance: Content relevance to MDA mandates, transparency, and interactivity.
    • Reliability: Availability and system uptime.

    During the award presentation on December 23, BPSR Director-General, Mr. Dasuki Arabi, commended the top three agencies for their proactive approach to digital transparency.

    “The 2024/2025 ranking represents a collective effort of federal public institutions to be transparent and accountable,” Arabi stated. He noted that the annual ranking has encouraged more institutions to align with President Bola Ahmed Tinubu’s Renewed Hope Agenda, particularly in the wake of the COVID-19 pandemic which made agile, tech-driven governance a necessity.

    Receiving the award on behalf of the NCC’s Executive Vice Chairman, Dr. Aminu Maida, the Executive Commissioner for Technical Services, Abraham Oshadami, described the recognition as a catalyst for further improvement.

    “This award is another encouragement for the Commission to be a better public service institution,” Oshadami said. “We will continue leveraging our web presence to enhance service delivery and implement the Federal Government’s Ease of Doing Business policy.”

    The BPSR Scorecard serves as a “best practice” model intended to eliminate corruption, facilitate seamless financial transactions, and provide citizens with easier access to government information.
