    New NCC-CBN partnership establishes structured framework to secure Nigeria’s digital economy

    The Nigerian Communications Commission (NCC) and the Central Bank of Nigeria (CBN) have officially entered into a landmark Memorandum of Understanding (MoU), establishing a structured framework designed to harmonize the telecommunications and financial sectors.

    This strategic partnership aims to fortify the integrity of payment systems, mitigate the growing threat of electronic fraud, drive digital inclusion, and provide robust protections for consumers and small businesses (MSMEs).

    Speaking on the significance of this alliance, Dr. Aminu Maida, the Executive Vice Chairman and CEO of the NCC, emphasized that the MoU is a milestone in regulatory stewardship, as it is designed to translate high-level cooperation into practical, measurable outcomes that foster a secure, resilient and trusted digital economy.

    According to him, the partnership is anchored by the inauguration of two critical bodies: the Joint Committee on Payment Systems and Consumer Protection and the Joint Committee on the Telecoms Identity Risk Management System (TIRMS) Portal.

    These committees are tasked with turning the MoU into an operational reality. Dr. Maida highlighted that the TIRMS portal, in particular, is a game-changer for financial security. By aggregating data on churned, recycled, or flagged phone numbers, the NCC will provide financial institutions with unprecedented visibility. Banks will now be able to verify in real-time whether a phone number, a primary tool for authentication, has been swapped, disconnected, or flagged for fraudulent activity.

    Beyond systemic security, the agreement places a heavy emphasis on consumer protection. Both regulators have committed to a platform for sustained engagement and coordinated policy responses. This inter-agency alignment ensures that consumers facing issues like failed airtime recharges or transaction disputes can expect faster and more efficient resolutions. Furthermore, both institutions will act in unison as new risks emerge in the digital landscape to ensure that innovation is balanced with strong stability measures.

    Also commenting, CBN Governor, Mr. Olayemi Cardoso, echoed these sentiments, noting that the collaboration will streamline approvals and technical standards to support market-led innovation. By ensuring that mobile-enabled financial services are both safe and accessible, the initiative aims to extend the benefits of the digital economy to underserved populations and MSMEs across the country.

    Ultimately, this handshake between the NCC and the CBN signals a shift toward a more integrated regulatory environment. By leveraging cross-sectoral innovation and shared data, Nigeria is positioning itself to build a financial and telecommunications ecosystem where trust, security, and inclusivity are the standards rather than the goals.
