Nigeria’s ambition to bridge its digital divide and power unserved communities has gained fresh momentum following a strategic partnership between the Nigerian Communications Commission (NCC) and the Rural Electrification Agency (REA).
The two federal agencies formalised the alliance last week Friday, with the signing of a Memorandum of Understanding (MoU) aimed at accelerating sustainable digital infrastructure across Nigeria by integrating renewable energy solutions with telecommunications infrastructure.
The MoU was sealed during the joint NCC–REA Stakeholder Workshop held at the NCC Annex Office Auditorium in Mbora, Abuja, under the theme: “Unlocking the Energy–Telecoms Nexus for Scalable Digital Infrastructure in Nigeria.”
The event convened key industry stakeholders, including senior government officials, telecom operators, tower companies (Infracos), renewable energy developers, financiers, and development partners to explore practical approaches to expanding broadband and voice connectivity through green energy.
Delivering the keynote address on behalf of the Executive Vice Chairman/Chief Executive Officer of the NCC, Dr. Aminu Maida, the Executive Commissioner, Technical Services (ECTS), Engr. Abraham Oshadami described the partnership as a pivotal moment for inclusive growth.
“Reliable electricity and digital connectivity are not two separate development goals. They are mutually reinforcing foundations of the same objective that produce an inclusive and productive economy,” Maida stated.
He emphasized that rural communities lacking stable grid power struggle to maintain base transceiver stations (BTS), while electrified areas without telecoms infrastructure cannot fully leverage energy for economic growth.
Under the newly established framework, the REA will provide geospatial data on existing and planned electrification projects, while the NCC will share mapping data for deployments managed by the Universal Service Provision Fund (USPF). This joint intelligence will enable both agencies to pinpoint connectivity and power deficits with precision.
Key highlights of the operational strategy include transitioning remote base stations and fibre repeater sites from expensive diesel generators to REA’s renewable mini-grids. It also encourages telecom operators and tower companies to co-locate their equipment on REA-developed energy hubs wherever technically feasible. Ultimately, this approach aims to slash both capital expenditure (CapEx) and operational costs (OpEx) for telcos, making rural deployments commercially viable.
Also speaking at the event, the Managing Director/Chief Executive Officer of the REA, represented by the Executive Director, Technical Services, Engr. Umar Abdullahi Umar, underscored the direct link between Nigeria’s digital economy and clean energy stability.
Umar highlighted that renewable energy mini-grids provide a cleaner, lower-cost alternative to generator-dependent cell sites while opening new revenue streams for energy developers and telcos alike.
“Reliable power and universal connectivity are not competing priorities. They are the same priority, approached from two directions. Where we deliver them together, the cost of each fall and the reach of both extends,” Umar noted.
The workshop featured technical presentations by the joint NCC–REA Collaboration Committee focusing on geospatial analysis, pilot project deployment models, and sustainable financing frameworks.
Engr. Oshadami called on industry players to move past general expressions of support and actively structure practical commercial models, regulatory aligners, and private sector investments capable of scaling the initiative nationwide.
By leveraging shared resources, the NCC and REA hope to fast-track broadband penetration, expand green energy adoption in telecoms, and build resilient, sustainable digital infrastructure that accelerates socio-economic development across rural and underserved Nigeria.
