Far-reaching reforms focused on consumer transparency, network accountability, and open governance have propelled the Nigerian Communications Commission (NCC) to a top-three finish in the 2026 Public Service Reforms Performance Assessment.

Conducted by the Bureau of Public Service Reforms (BPSR), the comprehensive evaluation placed the telecom regulator third overall among all Federal Government Ministries, Departments, and Agencies (MDAs), trailing only the Nigerian Investment Promotion Commission (NIPC) and the Nigerian Export Promotion Council (NEPC).

While previous BPSR rankings focused primarily on digital presence, where the NCC clinched second place for website performance in 2025, the 2026 assessment expanded significantly.

The new framework rigorously tested agencies across a broader spectrum of institutional accountability, including the BPSR Self-Assessment Tool (SAT), Freedom of Information (FOI) Compliance Scores, the Fiscal Transparency and Integrity Index and Official website performance metrics.

Accepting the award on behalf of the NCC’s Executive Vice Chairman, Dr. Aminu Maida, the Executive Commissioner for Technical Services, Engr. Abraham Oshadami, noted that the recognition validates the agency’s internal shift toward greater public accountability.

“For our telecommunications consumers, this recognition reflects ongoing efforts to strengthen service quality, transparency, and responsiveness across the sector,” Oshadami stated. “The assessment outcome also reinforces the importance of maintaining standards that support improved customer experience and greater confidence in telecom services nationwide.”

BPSR Director-General, Mr. Dasuki Arabi, commended the top-performing agencies, noting that their commitment to transparency and open governance aligns with global public service benchmarks. The awards ceremony was held in Abuja to commemorate United Nations Public Service Day.

The NCC’s recognition stems from a deliberate, two-year rollout of initiatives aimed at demystifying the telecom sector for Nigerian consumers and enforcing stricter corporate standards.

Key drivers behind the Commission’s high ranking include the National Coverage Map, which provides near real-time data on network availability and operator performance across Nigeria. The NCC also introduced Quarterly Network Performance Reports to serve as regular, publicly accessible report cards tracking nationwide network standards.

Furthermore, the agency established Simplified Tariff Mandates that force Mobile Network Operators to clear up complex billing structures so everyday consumers can easily understand them. Through proactive data publication, the Commission ensures open governance by consistently releasing comprehensive and timely industry data. Finally, updated Corporate Governance Guidelines enforce stronger operational performance and financial accountability among telecom operators.
