WIOCC Group secures $300M investment to accelerate open-access infrastructure across Africa

WIOCC Group has secured a $300 million combined investment from the Africa Finance Corporation (AFC) and Vision International Investment Company (Vision Invest). Formally signed at the LEAP 2026 Global Technology exhibition in Riyadh, the Shareholder Subscription Agreement (SSA) directly fuels WIOCC’s mission to construct, consolidate, and operate open-access, critical digital infrastructure across the continent.

With internet penetration in Africa sitting at just 35.7% compared to the global average of 73.6%, the multi-million-dollar capital injection addresses a crucial gap in continental connectivity. WIOCC Group will deploy the capital across three primary areas:

    • Accelerating data center deployment and consolidation to handle skyrocketing demand for cloud computing and local data processing.
    • Expanding open-access terrestrial fibre networks across the more than 30 African countries where WIOCC operates, strengthening cross-border data flows.
    • Directing strategic funding toward high-capacity subsea cables to better link the continent with major global markets.

This capital expansion addresses a rapidly growing need for scalable, resilient digital infrastructure as AI and cloud ecosystems scale globally. By doubling down on open-access architecture, the investment ensures that businesses, telecoms, and local communities gain equitable access to high-capacity connectivity without relying on restrictive, closed networks.

AFC’s long-standing focus on infrastructure development combines with Vision Invest’s expertise in large-scale strategic investments to support WIOCC’s existing base of African telecommunication shareholders, which includes operator stakeholders such as Djibouti Telecom, TelOne, and Telkom Kenya.

By strengthening the foundational digital backbone from subsea cables to data centers and inland fibre the $300 million deal positions WIOCC Group to drive Africa’s digital transformation, lower barrier-to-entry costs for connectivity, and support the continent’s integration into the global digital economy.
