The National Information Technology Development Agency (NITDA), in partnership with the Digital Transformation Center (DTC) Nigeria and GIZ, has unveiled a new framework that is aimed at involving citizens in the development and implementation of digital policies.
The Participatory Policy Implementation Framework (PPIF) was launched at a two-day dialogue attended by government officials, industry stakeholders, and civil society representatives. The event focused on fostering collaboration and innovation in Nigeria’s digital ecosystem.
NITDA Director-General Kashifu Inuwa emphasized the agency’s commitment to a more inclusive approach to policymaking. “By involving citizens in the policy process, we can ensure that our policies are relevant, effective, and aligned with the needs of the people,” he said.
The PPIF builds on the success of previous collaborative initiatives, such as the Nigerian Startup Act and the National Digital Literacy Framework. The framework outlines strategies for multi-stakeholder engagement, digital platforms for decision-making, transparency, capacity building, and monitoring and evaluation.
“This is a significant step towards building a digital Nigeria where everyone has a voice,” said Engineer Faruk Yusuf Yabo, Permanent Secretary of the Ministry of Communications, Innovations, and Digital Economy. “By working together, we can harness the power of technology for the benefit of all Nigerians.”
The initiative is supported by the European Union and the German government, reflecting a growing global commitment to participatory governance.
Dr. Markus Wauschkuhn, Coordinator of GIZ’s Sustainable Economic Development Cluster, highlighted the importance of inclusive policymaking in addressing the rapid pace of digital transformation. “By involving diverse stakeholders, we can create policies that are responsive to the needs of the people and foster sustainable development,” he said.
The PPIF is expected to serve as a model for other sectors, such as education, agriculture, and healthcare, as Nigeria strives to build a more inclusive and citizen-centric government.
