For Africa’s data centre space to bridge the gap between current capacity and future demand, a staggering capital injection of $10 billion to $20 billion will be required, Naomi Mutuku, a Kenya-based trade and investment facilitator, has posited.
In a LinkedIn post that has elicited significant engagement from industry stakeholders, Mutuku argued that Africa’s data centre story is one of the largest untapped digital infrastructure opportunities globally, yet it remains deeply underbuilt. She explained that the continent possesses only ~360 MW of active data centre capacity, with ~238 MW under construction and 656 MW planned.
According to her, this capacity represents just 0.6%–1% of global capacity, despite Africa’s massive population and rapid digital growth.
“Demand is expected to grow 3.5x–5.5x by 2030, reaching up to 2.2 GW, but over $10–20 billion in investment will be required to meet this demand. In some markets, demand is projected to exceed supply by 300%. Yet the real story is not just growth, it’s the bottlenecks,” she noted.
Mutuku identified a core challenge she terms the Digital Infrastructure Trap, a scenario where high demand is stymied by constrained execution. The primary bottleneck is the infrastructure deficit, particularly regarding reliable and scalable power.
She noted that many existing facilities rely on diesel, which inflates costs and emissions. Furthermore, grid instability, fragmented cross-border regulations, and a persistent talent gap in advanced digital infrastructure continue to slow hyperscale investments.
She maintained that these challenges present unique business opportunities, such as utilizing renewable-powered grids as a competitive advantage through Energy as a Service (EaaS). Furthermore, she suggested shifting toward Edge and Distributed Data Centres by building smaller facilities of less than 50MW located closer to users. The rise of Sovereign Data Solutions also enables providers to comply with data localization laws now in effect in over 40 African countries. Finally, AI Leapfrogging provides the chance to build AI-ready infrastructure from day one, effectively skipping legacy inefficiencies.
Meanwhile, Naomi’s post has sparked a diverse debate among technology experts and infrastructure developers, ranging from enthusiastic support to cautious skepticism.
Ville Wacklin challenged Mutuku’s premise, suggesting that demand not just infrastructure, is the actual problem. “A lot of the data centers in the continent are underutilised,” Wacklin noted, arguing that the focus should be on digitizing SMEs to create local demand before scaling up.
Also, Dr. Monika Mkhitaryan highlighted that the bottleneck reshapes the hardware question, arguing that that ASIC-based inference servers, which draw significantly less power than traditional GPU hardware, are essential for distributed facilities to compete with hyperscale economics. “Sovereign infrastructure is only sovereign if the compute layer is too,” she stated.
Bogere Francis, CEO of Nanotel Africa, agreed with the execution gap theory, suggesting that the winner in the space will be those who integrate connectivity, power, and edge infrastructure into a hybrid, locally adaptable system rather than a purely centralized model.
Ian Obiero provided a real-world example of this playbook in action, citing Siscom Africa’s expansion at Nairobi’s IX Africa and their development of geothermal-powered modular centres in the Naivasha SEZ. He noted that they are building Kenya’s first locally owned GPU cluster to ensure African researchers keep their data and capital within the continent.
In a starkly different take, Terell Jones warned against the AI Data Center hype cycle, citing environmental concerns from Texas, where data centres consume vast amounts of water and energy. He urged Africa to prioritize food security, manufacturing, and trade over digital infrastructure that might lead to “digital prisons” owned by external entities.
While opinions differ on the immediate priority, whether it be stimulating local demand or solving the power crisis, the consensus remains that Africa’s digital backbone is undergoing a radical shift. As the experts summarized, building resilient, sustainable infrastructure remains the ultimate key to unlocking the continent’s digital potential.
