A Nigerian software engineer has built a free tool that converts INEC’s continuous voter registration centre directory into a map-based locator, dispatching daily e-mail reminders to users until they confirm they have collected their permanent voter cards.

Akintunde Sultan, known online as @hackSultan, published the tool at pvc.salus.sh on 5 June after he found INEC’s own interface (a plain list at cvr.inecnigeria.org) required users to scroll and filter manually to locate their nearest centre. Within two days, his post announcing the build had drawn 45,700 views and 729 likes on X.

“When the Nigerian government launched the list of PVC (CVR) centres, it was a minimal interface that required you to do a lot of manual work,” Sultan wrote. “When I saw it, I decided to build two things with @Salus_Cloud ASAP.”

By 8 June, the platform had logged 2,928 PVC searches, recorded 506 polling unit searches, dispatched 2,268 reminders, and held 82 active reminder subscriptions across its user base. The tool covers 764 CVR centres in 35 states, sourced from INEC’s dataset last updated on 4 June 2026.

    What the tool does

The site lets users search by street address, landmark, or city. It plots the nearest INEC CVR centre on a map and provides the full address with registration dates. Users can also activate daily e-mail reminders tied to their location; the messages stop only once a user reports that they have received their PVC.

Sultan also recently added a second feature: a polling unit search, accessible via a dedicated button on the homepage. Users can now look up both their nearest CVR centre and their assigned polling unit from the same interface.

    Powered by Salus Cloud

The tool runs on infrastructure provided by Salus Cloud, a South African-founded AI-native DevSecOps platform that raised $3.7 million in seed funding in June 2025. Salus Cloud, which emerged from the Deimos software consultancy and is led by CEO Andrew Mori, is designed to give lean engineering teams access to secure, automated deployment pipelines without the overhead of a full DevOps function. It has operations in Nigeria, Kenya, and South Africa.

The pvc.salus.sh domain sits under Salus Cloud’s infrastructure, with the footer of the site crediting Salus Cloud explicitly. Sultan had not disclosed the commercial or sponsorship terms of the arrangement as of the time of publication.

    Who built it

Sultan Akintunde is co-founder of AltSchool Africa and TalentQL, the latter of which completed the Techstars 2021 accelerator programme. He also founded DevCareer, a non-profit that has provided laptops, courses, and mentorship to early-career Nigerian developers since 2019. His newsletter, NTBTS Weekly, had more than 60,000 subscribers as of 2022 and is described as the largest tech newsletter in Nigeria.

    The deadline

INEC’s CVR exercise runs until 30 August 2026, the final cut-off for registration ahead of the January 2027 general elections. The exercise covers first-time registrations, PVC collection for existing registrants yet to pick up their cards, and transfers or corrections for those who have moved.

The PVC Search Centre is at pvc.salus.sh. INEC’s official CVR portal remains at cvr.inecnigeria.org.
