Nigeria to invest in cloud infrastructure, data classification and AI applications

The Nigerian government through the National Information Technology Development Agency (NITDA) has announced strategic investments in cloud infrastructure, data classification frameworks, and Artificial Intelligence (AI) applications to solidify Nigeria’s position as a leading African digital hub.

NITDA Director General, Kashifu Inuwa, CCIE, revealed these plans while speaking at the Africa Hyperscalers Digital Infrastructure Outlook 2025, an event that gathered experts to discuss Africa’s role in the global AI-driven infrastructure boom. Inuwa emphasized that these investments are central to balancing regulation with industry growth and actualizing the President’s 8-point Renewed Hope Agenda.

Inuwa highlighted that the Agency’s regulatory strategy is a two-pronged approach incorporating both rule-based and non-rule-based regulations. This allows for strict compliance where necessary while also fostering industry-led innovation through established benchmarks.

A cornerstone of NITDA’s strategy is the Cloud First Policy, introduced in 2019 to discourage reliance on physical data centers and encourage the use of cloud computing and digital solutions.

    • Hyperscaler Collaboration: A major milestone in this journey was the successful engagement with global hyperscaler providers. Following a meeting between President Bola Ahmed Tinubu and Google CEO Sundar Pichai, Google Cloud pledged to collaborate with local data centers to drive cloud adoption and establish a hyperscaler data center in Nigeria.
    • Data Sovereignty: To further drive investment and cloud adoption, NITDA is finalizing a framework that will mandate data classification, ensuring certain categories of data remain within Nigeria. This move is expected to attract more cloud service providers and strengthen the country’s digital sovereignty.

    Prioritizing AI for immediate impact

While Africa is experiencing a digital boom, Inuwa stressed that the continent’s focus should be on AI applications rather than the resource-intensive process of building Large Language Models (LLMs).

“The real power of AI is in application, not in building large language models (LLMs). We should focus on deploying AI to sectors like healthcare, agriculture, and financial services, where it can make an immediate impact,” Inuwa asserted.

NITDA is prioritizing the application of AI to enhance governance, regulation, and service delivery by focusing on three areas: automating processes, enhancing regulatory efficiency, and developing knowledge management systems.
